I encountered this issue on windows server 2008 but it applies to windows 7/vista as well.
Problem:
You receive this error when trying to run a .msi file:
“system administrator set policies to prevent this installation”
Fix:
1. Start up a windows administrative command prompt
2. Browse to directory of offending file
3. type in file name and hit enter
